The Miller County Collector of Revenue ("we," "us," or "our") operates this website to facilitate tax collection, payment processing, and related government services for Miller County, Missouri. This Privacy Policy describes how we collect, use, and disclose information through this website.

Public Records

Tax records, payment transaction records (excluding personal financial account information), disbursement records, and other records maintained by this office are public records under Missouri law. These records are subject to disclosure under the Missouri Sunshine Law (Chapter 610, RSMo) and the Freedom of Information Act (FOIA). Any member of the public may request access to these records at any time through a Sunshine Request submitted to this office.

Public records include but are not limited to: parcel identification numbers, property owner names and mailing addresses, assessed valuations, tax amounts, payment dates and amounts, delinquency status, tax sale information, and disbursement amounts to taxing entities.

Protected Information

The following information is not considered public record and is protected from disclosure:

• Credit card numbers, debit card numbers, and bank account numbers
• Payment processing account identifiers and routing numbers
• User account passwords and authentication credentials
• Social Security numbers (not collected by this system)

Information We Collect

Account Information: When an account is created for authorized users, we collect name, email address, and role assignment. Users who opt in to text message notifications provide a cell phone number.

Payment Information: When taxpayers make payments through this website, payment card or bank account information is transmitted directly to our payment processor and is not stored on our servers. We retain a record of the transaction amount, date, and confirmation number.

Usage Information: We collect standard web server logs including IP addresses, browser type, and pages accessed for security monitoring and system administration purposes.

Text Message Notifications

Authorized system users may opt in to receive text message notifications related to system operations such as abatement approval requests and status alerts. By providing your cell phone number and consenting to receive messages, you agree to receive these notifications at the number provided. Standard messaging rates from your carrier may apply.

You may opt out at any time by replying STOP to any message received from us, or by contacting this office. Upon opting out, your phone number will be removed and you will no longer receive text message notifications. Message frequency varies based on system activity.

How We Use Information

We use the information we collect to:

• Process tax payments and issue receipts
• Maintain accurate tax records as required by Missouri law
• Send operational notifications to authorized users
• Administer user accounts and system security
• Respond to public records requests
• Generate reports required by state and local government

Information Sharing

We do not sell or rent personal information. We may share information as follows:

• Public Records: As described above, tax and payment records (excluding protected financial account information) are public records subject to disclosure under Missouri law.
• Service Providers: We share payment information with our payment processor to complete transactions. We use Azure Communication Services to deliver text message notifications.
• Legal Requirements: We may disclose information as required by law, court order, or governmental regulation.
• Government Agencies: We share tax collection data with the Missouri Department of Revenue, State Tax Commission, and taxing entities as required by law.

Data Security

We implement reasonable security measures to protect information under our control, including encrypted connections (HTTPS), role-based access controls, and audit logging of system activity. However, no method of electronic transmission or storage is completely secure.

Data Retention

Tax records and payment records are retained in accordance with Missouri records retention schedules for county government offices. These records are maintained as permanent public records.
